In Michigan there are approximately 11 different public library types under 7 different
laws. A library's establishment law provides the library with its authority to exist; its
funding authority and options; its board it's authorities and powers to govern and
operate the library; the authority of the municipality over the library, etc. In short, a
library's establishment law is the library's legal basis for its operation and authority
